Anyone - scouts, parents, siblings, grandparents, aunts and uncles, friends, cousins...
All we need for any trip under 72 hours is part A & B. If you see a Part C, you don't need to fill it out.
Part C is for long hikes and trips over 72 hours, and requires a physical.
